The Second National Action Plan to implement the National Disaster Risk Reduction Framework was released by the National Emergency Management Agency in August 2023

The Second National Action Plan is for all Australians – individuals, communities, organisations and sectors, and governments. By effectively coordinating and aligning action, this Second National Action Plan aims to reduce systemic disaster risk in order to create stronger, more secure and more resilient communities before, during and after disasters.

This Second National Action Plan also aims to mature Australia’s disaster risk reduction system, further enable disaster risk reduction action across all of society, and empower all Australians to take locally-led, targeted and coordinated action.

The National Disaster Risk Reduction Framework is designed to be implemented by anyone who makes decisions as an individual, across contexts and sectors at national, state and local levels. The Framework should not prompt the question ‘who will do this?’ but rather: ‘How can my sector, organisation or community implement this Framework within our areas of responsibility?’

The Second National Action Plan:

  • Draws together Outcomes and National Actions identified as important by stakeholders, calibrated against global and government priorities
  • Ensures a strategic link to the National Disaster Risk Reduction Framework, its 4 priorities and its strategies for action
  • Includes suggestions for action drawn from consultation and good practice, aligned to the National Actions to achieve the Outcomes.

Second National Action Plan for Disaster Risk Reduction Consultations (2022)

In 2022 the National Recovery and Resilience Agency, supported by the Australian Institute for Disaster Resilience, brought together a range of sectors and voices to embark on a design process to identify nationally significant transformational actions to reduce disaster risk. Together, building on the great work already underway, there was a focus on developing a shared understanding of the key challenges to be addressed, collectively planning action to address those problems, and sharing in the responsibility, risk and benefits along the way. A priority was to reinvigorate a driving force for coordinated and collaborative national action to implement the National Disaster Risk Reduction Framework. 

This page provides a comprehensive suite of reports, proceedings, graphic recordings and other resources that share the process, key themes, contemporary thinking and findings surfaced through the consultations.

The National Emergency Management Agency was established in September 2022 and conducted further consultations in 2023 to finalise the action plan.
